There is talk that the United States Government could take on the question of whether Washington, DC and Puerto Rico should be allowed to become states. Washington, DC residents have complained for years about “taxation without representation” while there is a statehood movement in Puerto Rico. Puerto Rico is one of the US territories. Most American states started out as being part of a territory. Territorial residents such as those in Puerto Rico are not fully represented in the Senate or Congress nor do their votes count in a Presidential election. What are territories?
